Heat pumps in Nova Scotia: a crowded market after OHPA

Nova Scotia has one of Canada's highest heat pump adoption rates and a large oil-heated stock. With federal oil-conversion funding fully allocated in July 2026, installers now compete on trust, timing and the provincial rebates that remain.

Written by Ali Sedighi, MBALast updated:

Nova Scotia is a province where heat pumps are already mainstream. A quarter of the province's homes relied on one as their main heat in 2023, and oil (28%) was almost level with electricity (29%) as a primary heating energy, per Statistics Canada. That oil share is still a large conversion market, but the generous federal grant that fuelled it is gone. Installers in 2026 compete harder for every lead and have to explain a smaller set of incentives.

HeatPumpNews.ca markets and advises heat pump businesses. We don't install or repair equipment. This page sets out the Nova Scotia market for installers as of October 2026.

The Nova Scotia market and its buyers

The short answer: oil homes still convert, but buyers are more cautious and more price-aware.

  • Oil-heated homes. The biggest opportunity, now mostly without federal help. These buyers weigh fuel bills against upfront cost.
  • Homes with an older heat pump. Rebates don't cover replacements, so the pitch is reliability, efficiency and comfort rather than a cheque.
  • Baseboard homes adding ducted or multi-zone systems. Owners moving from one head to whole-home heat.
  • Low-income households. Served by HomeWarming through program delivery, not open-market sales.

Climate and seasonality

Nova Scotia winters swing between rain, freeze and thaw, and inland towns run colder than coastal ones. Damp cold and frequent temperature swings test defrost performance, and coastal properties raise questions about outdoor unit placement and salt air. Autumn is the main buying season, as oil-tank refills and the first cold weeks focus minds. A short summer cooling season adds a smaller second peak.

Programs to watch, as of October 2026

  • Efficiency Nova Scotia heat pump rebates. Up to $5,000 for new heat pumps, with no rebates for replacement heat pumps. The site also carries a notice that it will be updated as details of the new National Heat Pump Rebate become available.
  • Oil to Heat Pump Affordability. Closed to new applicants as of 2026-07-02, with funding fully allocated.
  • HomeWarming. No-cost upgrades for low-income households, expanded under the June 2026 federal affordability agreement by $26 million for about 1,600 more homes, together with the African Nova Scotian Communities Retrofit program.
  • Moderate Income Rebate. Levels are being adjusted after OHPA ended. Check the page before quoting.
  • Home Heating System Rebates closed as of 2025-12-31.

Confirm every term with Efficiency Nova Scotia before you put it in an ad or a quote.

Regulators to know

The Technical Safety Division covers electrical, fuel safety and pressure equipment. Electricians must hold compulsory certification in Nova Scotia, and the Technical Safety Act sets licensing for gas fitters and oil burner technicians. Apprenticeship runs through the Nova Scotia Apprenticeship Agency. We link to these bodies and leave compliance questions with them.

How we would market a Nova Scotia installer

The Nova Scotia installer who wins in 2027 is the one buyers can check in thirty seconds. These are the moves we would make first.

  1. Lead with verification. Show your licence details, real install photos and how a customer can confirm who you are. Efficiency Nova Scotia's own scam warning makes this the most persuasive message in the province.
  2. Explain "new versus replacement" plainly. A dated page that says who qualifies for the $5,000 and who doesn't prevents angry calls. See our program landing pages.
  3. Sell replacements on reliability. Owners of ageing units need content about performance, warranties and service, not rebates. Our installer websites carry this well.
  4. Be ready for the federal rebate. When it opens, Nova Scotia's large oil stock will make it a busy launch.

Frequently asked questions

Can Nova Scotians still get a heat pump rebate?

Yes, if the heat pump is a first install. As of October 2026 Efficiency Nova Scotia shows up to $5,000 for new systems and nothing for swapping out an old heat pump. Confirm current amounts and eligibility with Efficiency Nova Scotia before quoting.

Is the oil-to-heat-pump program still open in Nova Scotia?

No. Efficiency Nova Scotia's co-delivered OHPA closed to new applicants as of 2026-07-02 because funding was fully allocated.

What about lower-income households?

The HomeWarming program offers no-cost upgrades to low-income households. Under the June 2026 federal deal, another $26 million goes to HomeWarming and the African Nova Scotian Communities Retrofit program, enough for roughly 1,600 additional homes.

Why does Efficiency Nova Scotia warn about contractors?

Its site warns that some sales companies falsely claim to be associated with it and use aggressive tactics. Honest, verifiable marketing is a real advantage for legitimate installers in this market.
