Heat pumps in Prince Edward Island: selling after the rebates closed

More than a third of PEI homes already heat mainly with a heat pump. With the free heat pump program and equipment rebates closed as of October 2026, Island installers sell on service, upgrades and oil replacement value.

Prince Edward Island has gone further with heat pumps than anywhere else in our data. Statistics Canada counted heat pumps as the main heating system in 36% of Island homes in 2023, with oil the main energy in 28%, electricity in 18% and wood in 8%, according to its household energy table. Free and rebated programs ran alongside that growth. In October 2026 those programs are closed, and installers face a different job: selling to a well-informed market without a rebate to lead with.

We are a marketing and business consulting service for heat pump installers. We don't install or service equipment. Here is the PEI picture as of October 2026.

The PEI market and its buyers

The answer first: the Island's next heat pump sales come from upgrades, service and the oil homes that haven't switched yet.

  • Homes with a single ductless unit. Many Islanders own one head that heats the main living area. Whole-home coverage, multi-zone systems and central units are the next step.
  • Oil-heated homes. Still more than a quarter of households. Without a free program, the case rests on fuel costs and comfort.
  • Owners of older units. With so many systems already in place, maintenance, repairs by your service team and eventual replacement are a steady market.
  • Cottages and seasonal properties. A distinct audience with different usage patterns and different questions.

Climate and seasonality

Island winters are snowy and cold, though the surrounding Gulf takes the edge off the deepest cold. Wind exposure and snow load affect outdoor unit placement and service calls. Demand concentrates in autumn as heating season approaches, with a second, smaller wave of service calls during the first hard cold. Summer is the quiet window to sell upgrades and book maintenance.

Programs to watch, as of October 2026

  • efficiencyPEI Free Heat Pump Program and oil-to-heat-pump stream. The official efficiencyPEI page says applications are closed.
  • Residential heat pump equipment rebates. Ended on 2026-04-15, per the province's funding page. Anyone who bought between 2025-04-15 and 2026-04-15 still has a year from purchase to file, which matters for late buyers.
  • Free Insulation Program, expanded under the federal affordability agreement. About $15 million for more than 1,800 income-qualified homeowners; current intake details were not verified.
  • National Heat Pump Rebate. Announced federally in October 2026, launching in 2027. Watch our newsroom.

Confirm every program detail with efficiencyPEI or the province before quoting it.

Regulators to know

PEI's Inspection Services covers electrical, plumbing, propane and pressure equipment. Plumbing companies need a Plumbing Contractor's Licence, boiler and pressure vessel work needs a Mechanical Contractor Licence (the current cycle ends 2027-12-31), and anyone servicing propane appliances needs an LP Gas Personnel Licence. We link to these bodies so customers can check; we don't interpret the rules.

How we would market a PEI installer

Without a rebate to lead with, Island marketing has to sell the company itself. Here is the order we would work in.

  1. Retire rebate language everywhere. Old pages and ads promising free heat pumps now mislead buyers. An audit of every page and listing comes first.
  2. Build an upgrade and service offer. Content for owners of one-head systems and early installs. Our heat pump SEO work targets those searches.
  3. A "rebate status" page with dates. Explain what closed, the claim window for late purchases, and what may come federally. See program landing pages.
  4. Local, personal proof. On an island this size, real names, real towns and real install photos carry more weight than any ad.

One example from our HVAC work: Roma Heating & Cooling saw organic traffic climb 400% in a year. See results, or call, text or email about your PEI business.

Frequently asked questions

Are efficiencyPEI heat pump rebates still available?

The residential heat pump equipment rebates ended on 2026-04-15. A customer who bought in the final year before the cut-off (2025-04-15 to 2026-04-15) has up to twelve months from purchase to claim. Check with efficiencyPEI before telling anyone they qualify.

Is the free heat pump program open?

As of October 2026, efficiencyPEI's official page says applications for the free heat pump program and its oil-to-heat-pump stream are closed. The closure date was not confirmed.

What federal money is reaching PEI homes now?

The June 2026 federal affordability agreement sends about $15 million to expand PEI's free attic and basement insulation for more than 1,800 income-qualified homeowners. It is insulation rather than heat pumps, but a tighter house changes sizing.

What licences matter for heat pump companies on the Island?

PEI's Inspection Services oversees electrical, plumbing, propane and pressure equipment, with separate licences for plumbing, mechanical and LP gas work. We link to them but don't give compliance advice.
