Heat pumps in Manitoba: rebates, bonuses and a long winter

Manitoba pairs one of southern Canada's longest heating seasons with an active provincial administrator. Efficiency Manitoba rebates, a supplier bonus for heat-load calculations and federal retrofit money all shape demand in October 2026.

Written by Ali Sedighi, MBALast updated:

Manitoba is one of the more active heat pump markets on the Prairies, and the reason is the fuel mix. Statistics Canada's 2023 figures show gas as the main heat in just over half of Manitoba homes (52%) and electricity in a third (33%), a mix you can check in the Statistics Canada table. That electric share is a large pool of homes where a cold-climate heat pump can cut heating costs directly. Add a provincial administrator with live rebates and a bonus for proper sizing, and Manitoba installers have more to work with than their neighbours.

HeatPumpNews.ca is a marketing and business consulting service for installers. We don't install or service equipment. Here is the Manitoba picture as of October 2026.

The Manitoba market and its buyers

The answer first: electric-heated homes and gas homes adding a heat pump are the two core audiences.

  • Electric furnace and baseboard homes. The strongest savings case in the province, and the focus of the free-equipment programs for qualifying households.
  • Gas-heated homes in Winnipeg suburbs. Most buyers here add a ducted heat pump to an existing furnace, often at air conditioner replacement time.
  • Oil and propane homes outside Winnipeg. These conversions qualify for the provincial rebate, and owners are highly motivated by fuel costs.
  • Multi-unit and commercial buildings. Efficiency Manitoba also funds ground source work in larger buildings, which is a separate sales channel. See our story on Manitoba heat pump bonuses running to 2027.

Climate and seasonality

The prairie winter in Manitoba is long and very cold, and the heating season ranks among the longest in southern Canada. Homeowners therefore judge a heat pump on its deep-cold capacity and on what backs it up. Cooling season is short but real, and it is when many replacement decisions are made. A sensible calendar runs cooling-led campaigns in late spring, rebate-led campaigns through summer and early autumn, and service-and-backup messaging once the cold arrives.

Programs to watch, as of October 2026

  • Efficiency Manitoba Air Source Heat Pump Rebate. Ducted cold-climate systems earn $2,000 and ductless ones $1,500, provided the home is an existing primary residence. The heat pump must supplement electric resistance or gas heat, or replace propane or oil, and it can't replace an existing heat pump. The registered contractor submits within 90 days of installation.
  • F280 supplier bonus. $100 per eligible application with an F280 heat-load calculation completed before 2027-03-31.
  • Affordable Home Energy Program. Free air source or ground source heat pumps for qualifying electrically heated homes, installed by registered program contractors. The page is live; eligibility details were not re-confirmed.
  • Canada Greener Homes Affordability Program. Manitoba signed the first agreement in September 2025: nearly $30 million for no-cost direct-install retrofits, including heat pumps, for low- to median-income households, delivered by Efficiency Manitoba.
  • Federal Oil to Heat Pump Affordability. Closed in Manitoba on 2026-07-31, per NRCan.

Regulators to know

Manitoba's Office of the Fire Commissioner is the body behind electrician licences and the permits and licences for gas and oil-burner trades. Apprenticeship Manitoba runs trade certification. We point customers to these bodies so they can check credentials; we never interpret the rules.

How we would market a Manitoba installer

  1. Make sizing the selling point. The F280 bonus tells you what the administrator values. A page explaining why your company runs a proper heat-load calculation turns a technical step into trust.
  2. Separate pages for electric and gas homes. The savings case and the rebate rules differ, and so should the message. Our program landing pages keep each one dated and linked.
  3. Register-first messaging. Customers need to know a registered contractor is required. Say you are one, plainly, and link to the program.
  4. Steady local search. Winnipeg and regional towns each need their own presence. See heat pump SEO.

Frequently asked questions

How much is the Efficiency Manitoba air source heat pump rebate?

As of October 2026, Efficiency Manitoba lists $2,000 for a centrally ducted cold-climate air source heat pump and $1,500 for a ductless one, in existing primary residences. A registered contractor must install it and submit the application within 90 days. Confirm current terms with Efficiency Manitoba.

What is the F280 bonus?

Registered suppliers receive $100 for each eligible rebate application that includes an F280 heat-load calculation and is completed before 2027-03-31, with one bonus per address. It rewards proper sizing, which is also a strong sales message.

Can Manitoba homeowners still use the federal oil-to-heat-pump grant?

No. NRCan lists 2026-07-31 as the last day to apply in Manitoba. Approved applicants have until 2027-01-31 to submit final receipts.

Who licenses gas and electrical trades in Manitoba?

Both are handled by Manitoba's Office of the Fire Commissioner, which licenses electricians and gas and oil-burner trades and issues their permits. We link to it but don't give compliance advice.
